Dear S. Koreans: - When Pentagon officials confirmed a proposal to reduce one-third of the US forces in S. Korea by the end of next year, S. Korean officials stressed that the reductions are only a proposal and suggested it might be revised. Oh, yes. It might be revised. But, to all of us, the military alliance between Seoul and Washington had already crumbled to an irreparable level. Do you remember S. Korea forcefully rejected an apparent US policy trial balloon that called for US-S. Korean joint humanitarian and peacekeeping military operations in the region, dismissing the proposal as burdensome ? Now, it seems to me that the US is dismissing Seouls request as burdensome.

In this society, if you lose your credit, it would be no exaggeration to say you lose everything. Americans know that the U.S. cant seem to stop Kim Jong Il and Asia doesnt know if it loves or hates him. So the position of N. Korean dictator looks stronger than ever. In addition, American has become S. Koreas enemy and more S. Koreans had already admired this evil man. Then, wouldnt it be strange for Americans to ask the question on the reason why the US troops, our sons and daughters, should stay as scapegoats in S. Korea.

Last year, when I received a letter from Depart of State, my impression was the US troops would not be withdrawn, even though Seoul refused to send the Korean troops to Iraq. But now several serious problems in the allied diplomacy and accumulated conflict between the US and S. Korea have caused a partial withdrawal and will eventually lead to a total withdrawal, even the Korean troops are dispatched soon, The time for a total withdrawal could arrive much earlier than S. Korean officials wish or expect.

The North's last broadcast began at 11:30 p.m. Monday and ended half an hour later with a very emotional appeal to South Koreans.

Korea regardless of the outcomes after unification.
