Has the power in Korea ever been defeated by the law?

대한민국 국회가 의사당의 혼란한 광경 가운데 압도적으로 노무현대통령의 탄핵을 가결한 이래로 프리덤씨는 노 대통령의 복귀를 크게 확신하고 있습니다. 그 반면에 나는 한국으로부터 받은, 7 : 2 로의 탄핵승인을 예고하는 한통의 이메일 편지를 주된 이유로 하여, 헌법재판소에 의한 노 대통령의 탄핵승인을 조금은 낙관해 왔습니다

Mr. Freedom has been so sure of President Roh's comeback since South Korea's National Assembly voted overwhelmingly to impeach Roh amid scenes of mayhem on the floor of parliament, whereas I have been a little bit optimistic about the approval of Roh's impeachment by the Constitutional Court, mainly due to one email letter from Korea, predicting the approval by 7:2.

오늘, 교회예배를 마친 후, 프리덤씨에게 단도직입적이면서도 무뚝뚝하게 물었습니다.
" 잭, 무엇이 당신으로 하여금 헌법재판소가 정말 노 대통령의 탄핵을 기각시킬 것으로 생각하게 만들었습니까 ?

Today, after church, I asked him directly and bluntly. "Jack, what makes you think the Constitutional Court is likely to reject Roh's impeachment?"

그의 대답은 퉁명스러우리 만치 아주 직선적이었습니다. "한국이 국가설립이래 법률로 통치되는 나라였습니까? 한국은 법률로써 권력을 패배시킨 적이 있습니까? 권력이 또 다른 권력에 의해서가 아닌, 법에 의해 교체된 적이 있습니까? 법원에서 재판관들은 잘 방호되고 있으며 그리고 그들의 지위는 판결 후에 보장을 받습니까? 어떠한 힘에 의하여서든 재판관들의 법복조차도 건드리지 않게 할 수 있습니까? 만약 그렇다면 탄핵승인이 가능할 것입니다. 그러나 그렇지 않다면 가능성은 아주 적습니다

His answer was so direct as well as blunt. " Has Korea been a law-abiding country since its foundation? Has the power in Korea ever been defeated by the law? Has the power ever been replaced by the law, not by another power? Are the judges in the Court well protected and their position are secured after the verdict? Any power can't touch even their robes? If yes, it is possible. Otherwise, the chances are very slim."

나의 한국동포들이여 ! 현재 한국에서의 초미의 관심사에 대한 프리덤씨의 평가를 어떻게 생각하십니까 ? 대한민국은 법률에 의해 통치되는 국가입니까? 아무튼, 헌법재판소가 노 대통령의 탄핵을 승인한다면 나는 아래와 같은 말 외에 어떤 말도 하고 싶지 않을 것입니다.

My fellow Koreans! What do you think of his comments on the current hot issue in S. Korea? Is Korea law-governed nation? Well, if the Court will approve Roh's impeachment, I would not say anything except the following comment:
